Vice Mayor of Kigali in Charge of Urbanisation and Infrastructure - City of Kigali

Bio

Dr. Merard Mpabwanamaguru, was elected as the Vice Mayor in charge of Urbanization and Infrastructure of the City of Kigali, Rwanda on 6 August 2021 after being appointed a City Councilor by HE Paul Kagame, the President of the Republic of Rwanda. Prior to his appointment, he served as Urban Planning Consultant in GOPA Consulting Group since September 2019 and Lecturer at University of Lay Adventists of Kigali. He had previously served as the City of Kigali Master Plan Development Control Officer (2012 to 2017), having previously served as Geographic Information System Specialist at the National Land Centre. Dr. Mpabwanamaguru also served as District Land Manager in Nyaruguru District in 2009. Dr Merard Mpabwanamaguru, is a member of professional bodies, Rwanda Association of Environmental Practitioners and Rwanda Urban Planning Institute holds a PhD in Urban Planning and Design from USA (2020), Master of Development Studies (Urban and Rural Development) in 2014 and Bachelor of Geography, Environment and Land Management (2007). Dr Merard Mpabwanamaguru’s publications include among others: Citizen Engagement in City Planning for Achieving Sustainable and Resilient Cities, Community Perceptions on Bamboo Conservation in Urban Areas of Rwanda, Impacts of Waste Management on Urban Agriculture Development: Case Study of Nduba Landfill in Kigali Elevage en Stabulation Permanente sur la protection de l’Environnement, Solar Street Light in Urban Public Lighting for Energy Saving in Rwanda Public Transport Infrastructure Development.
